US State of the Union 2014: a backseat for renewable energy

2014 Clean road map to energy and climate initiatives in New York State of the State report
на 10:30 AM Wednesday, January 15, 2014In case you had no time in listening to or by the State of 219 Government report pore, that released the Governor's Office after the speech, or see the various other energy volumes, the State issued in the last week, here is a street assign some of the highlights.
For starters, the status of the report stand last year applicable to some of the main State and impressive clean energy achievements carried out, including:
Extension of the successful NY-SUN-solar energy program, on already for the development of about 300 led MW solar power in New York - an exponential increase in the last five years. As my colleague Pierre Bull, writes just the other day, the State announced its to expand the program with an investment of 1 billion dollars to 3,000 MW of clean solar power more than a decade - a stunning ten times above the current level, and enough power 465,000 New York houses, cutting greenhouse gas emissions by 2.3 million tonnes per year increase the equivalent of nearly 435,000 cars off of the road - - and solar will create more than 13,000 new jobs.The introduction of the New York Bank $1 billion green work in partnership with the private sector to clean energy to remove financing barriers;Setting the target to install 2,500 new electric vehicle charging stations by 2018 – an important step towards the cleansing of our transport system; AndInitial steps in the development of New York's large and as yet untapped offshore wind resources. We hope to see more action on New York-offshore wind energy in 2014!
Forward, the condition of the State introduced a series of new clean energy and climate change resiliency initiatives for 2014, including the following.
First, the Governor announced a unique and interesting new program called NYPrize, which is a $40 million competition to build of the community of Microgrids for neighborhoods of 40,000 people. As the report explains, these new energy systems will combine local clean energy Microgrids - standalone-energy systems, which operate as an "energy island", in the case of a power outage - can keep communities access to electricity and heat. This could be an important community resiliency climate strategy, both showcasing energy technologies and future Superstorms vulnerable residents clean distributed protected.
Secondly, the Governor announced a big new school and the community "solarizing" program called Community solar NY, reports that, as my colleague, Nathanael Greene, New York finance help 5,000 schools and install solar power systems on their roofs reduce energy costs and creating a healthier environment. Led by the New York power authority and the New York & Research Markenverwertungsgesellschaft Energy Agency, this initiative is also solar schools as hubs "solarization" entire neighborhoods, rally based entire community around the benefits of solar energy, with a possible financial reward for solar schools on how many residents inspired to go solar.
Finally, the State of the State a number of new initiatives to deal with the "new reality" of climate change. Note on the "new normal" of more frequent and severe extreme weather events - with three large storms, to harden the impact on New York State in only eighteen months, the Governor's plan contains $17 billion in projects to strengthen the New York communities to extreme weather conditions, including $1.4 billion for much-needed projects and improvement of electric energy systems, upgrade protection for sewage treatment plants and systems, $1.9 Billion for coastal protection projects and more support for natural infrastructure protection such as wetlands and beach restoration. As always announcements are just the first step, and implementation is where the rubber meets the road. The details will be of importance follow-through is essential and there is much more work on clean energy progress in New York. But today's State of the State for a stronger, healthier in New York is very promising.

Global tracking frame sheds light on the State of renewable energy
на 4:06 AM Sunday, June 02, 2013The sustainable energy for all global tracking framework, published report on the Vienna Energy Forum on May 28 answers these questions. There are detailed country level and global data, the scale of the challenges ahead to outline, as countries try to the three objectives of the sustainable energy for all initiative: universal access to modern energy to double the share of renewable energy in the global energy mix and doubling the rate of energy efficiency - all up to the year 2030.
Provision of electricity for 1.2 billion people have no access to reliable sources of energy, is an important component to end poverty around the world by 2030, according to a report of the World Bank Group. Vice President Rachel Kyte says that people who live without electricity less possibilities to improve their living conditions.
The report tells us that 1.2 billion do not have access to electricity people - almost as high as the population of India, and the 2.8 billion on wood or other biomass for household fuel left. These households produce solid fuel harmful indoor pollution, which contributes to about 4 million premature deaths per year, most of them women and children. The report also tells us that most people are still without access live in 20 countries in the development of Asia and Africa South of the Sahara, and about 80 percent of them living in rural areas.
How fast to build energy access?

And we know that this is important because what is measured is what is being done."
Where can we make the biggest difference?
The report shows impressive countries to offer the most potential rapid progress:
Twenty high-impact countries in Asia and Africa accounts for about two-thirds of all people without electricity access and three quarters of those who Haushalte.Ein accounts for another 20 high-impact countries with solid fuels 80 percent of energy consumption and need to double a pioneering role on doubling the share of renewable energies to 36 percent of the global energy mix and improvement in the field of energy efficiency.China is an example of impressive progress: the most populous country in the world is the largest consumer of energy, but it is also the leader in development of renewable energy and improving energy efficiency.
The report states that decisive action is required to achieve these goals. He calls political measures, including the tax, financial and economic incentives, phasing out fossil fuel subsidies and price carbon.
Investment in energy improvements have the global community. The report estimates that investments already made in energy in the amount of about $409 billion in the year to more than double need to achieve three objectives. An additional $600 billion needed, the report says, at least 45 billion $ for electricity expansion $4.4 billion for modern cooking fuels, $394 billion for energy efficiency and $174 billion for renewable energy.

Converting New York State Entirely to Renewable Energy: What Would It Look Like?

Jacobson previously co-authored studies in 2009 and 2011, outlining what it would take to shift completely to renewable energy at a global and national scale, respectively. In either case, such conversion would be a colossal undertaking in infrastructure, policy, finance, and partnerships.
But could it be more feasible to do it on a smaller scale — say, an individual state? Jacobson has now shrunk those analyses down to what it would take for the State of New York to shift its entire energy needs — transportation, electricity, heating and cooling — to renewable sources. Bottom line: It is all doable, with some important cost comparisons and behavioral shifts. "We think it's feasible to power the grid this way," Jacobson told RenewableEnergyWorld.com. "The assumption that you can't do it, is just an assumption."
The study, scheduled for upcoming publication in the journal Energy Policy, breaks down the specific mix of renewable energy ("wind, water and sunlight," or WWS) required to convert New York's all-purpose energy infrastructure. It uses 11 criteria to evaluate each technology: e.g. resource abundance, footprint and spacing, operating reliability, water consumption, emissions and pollution. Excluding mined natural gas, liquid biofuels, nuclear power, and carbon-capture coal (for reasons detailed in the full study), here's what they come up with as New York's renewables-only mix by 2030:
40 percent: Offshore wind (12,770 5-megawatt turbines)10 percent: Onshore wind (4,020 5-MW turbines)10 percent: Concentrated solar (387 100-MW CSP plants)10 percent: Utility-scale solar PV (828 50-MW plants)6 percent: Residential rooftop PV (5,000,000 5-kW systems)12 percent: Commercial/government rooftop PV (500,000 100-kW systems)5.5 percent: Hydro (7 1.3-GW hydroelectric power plants, most of which already exist)5 percent: Geothermal (36 100-MW plants)1 percent: Tidal (2,600 1-MW tidal turbines)0.5 percent: Wave energy (1,910 0.75-MW wave devices)
The end result, according to the study: power demand would be reduced by 37 percent, fuel costs would be zero, there would be a net increase in jobs, nearly all energy would be produced in-state, costs (and mortality) associated with pollution and emissions would decline significantly, and the 271 GW of installed power needed would be repaid within 17 years.
Such a transition won't happen easily or overnight, of course. Jacobson proposes some ~40 short-term policy options, including expanding the state's renewable portfolio standard (RPS), setting goals for offshore wind, establishing a green bank, implementing feed-in tariffs and net metering, more electric vehicles, etc. Another big part of the picture will be much more aggressive targets for energy efficiency, currently 15 percent less energy use by 2015. He also offers suggestions to smooth out variability of the renewable energy sources, by bundling them with hydro or stored CSP power, using demand-response management, oversizing the mix, and using energy storage. He cites two recent studies showing up to >99.8 percent of electricity could be produced using these "WWS" resources over multiple years.
The study wasn't funded from any group; it was requested and encouraged by people working on different types of energy proposals in New York State, Jacobson noted. He's subsequently put together a similar renewables roadmap for California, and is starting another one for Washington State. The model could be replicated for all 50 states, he says, with customized mixes of energy that take advantage of local resources, and with improvements to transmission systems and interconnections. And, of course, the commitment to make it happen.

Obama spars with Romney energy in the swing state sites

How To Become Energy Efficiency's #1 State
на 9:35 AM Monday, May 14, 2012But in the energy industry it’s not that easy. The innovation we see today often stems from years of late nights, deep discussion and hard negotiation.
Take, for example, the Massachusetts story. The American Council for an Energy Efficient Economy named it number one for energy efficiency in October. You may wonder, how did that happen? Why not California — isn’t it the greenest of states?
But for Steve Cowell, chairman and CEO of Conservation Services Group, it was no surprise to see Massachusetts rise to the top. Cowell has been on the inside of the state’s energy efficiency scene for decades, going back to when he worked for former Governor Michael Dukakis in the late 1970s. He was there when the groundwork was laid to bring Massachusetts where it is today.
Cowell cites a pivotal event in the mid-1980s: A group of influential activists, thinkers and utility leaders converged in the state, ready to bring efficiency to the forefront. Their names weren’t necessarily recognizable then, but today several are national leaders in the energy arena: Jon Wellinghoff, Steve Nadel, Rick Sergel, Peter Flynn, Doug Foy, Armond Cohen, Alan Nogee, Ralph Cavanaugh, Mary Beth Gentleman, Clare Moorhead, Timothy Stout, Bob King, Joseph M. Chaisson, Rachel Greenberg, Brad Steele.
And then there was John Rowe, CEO of Exelon, now arguably one of the power industry’s most influential figures. Back then, he headed a smaller utility called New England Electric System (later absorbed by National Grid). Rowe directed a legendary challenge to the group that would frame the region’s direction: “I’m the rat, show me cheese.” In other words, give utilities a financial incentive to pursue energy efficiency, and they will do it.
Cowell and the others found the cheese and they convinced utilities to direct large sums of money toward efficiency. The group spent three years creating a guiding document for New England called “Power to Spare.” This year marks the 25th anniversary of its publication. Cowell described how the report led to today’s efficiency gains at Raab Associates’ monthly Restructuring Roundtable in Boston last month.
“Power to Spare” brought forward the then relatively novel idea of efficiency as a kind of power plant, a way to meet power demand by injecting efficiency rather than more megawatts into the grid.
The report also envisioned a day when New England would actually “bend the curve,” meaning those charts that show power demand forever rising would instead someday show it falling.
Cowell had his doubts that the bend would ever occur. After all, demand for power has been on the rise since Thomas Edison invented it. But in fact, the “Power to Spare” group saw its vision realized this year, on the report’s 25th anniversary. The curve has bent downward, and analysts say the slow economy, alone, did not cause the reversal. They attribute as much as half to the LED lights, better motors, smart appliances and other efficient equipment that is decreasing demand for energy.
Bending the curve wasn’t easy; it took a lot of mental muscle, a host of innovations that sprang up in New England over the years. Some of the most significant innovation centered around the idea that efficiency is a true energy resource. It can be used instead of building new power plants.
In that vein, New England became known as the first place to let energy efficiency resources compete in a forward capacity market auctions. The region also pushed forward with mandates that utilities use all cost effective efficiency before building adding generation. In addition, New England instituted white tags, the system benefits charge, and the Regional Greenhouse Gas Initiative, a source of revenue for efficiency programs.
Power to Spare aimed to increase New England’s economic competitiveness. That, too, has happened, Cowell said. The region is emerging twice as fast from the economic downturn as the rest of the nation, while at the same decreasing its total energy consumption. “That is historic,” he said.
So now that the curve is bent, energy consumption is down and the economy on the rise, is the work done? Hardly. Next Cowell would like to see ISO New England incorporate efficiency into its energy markets. And longer term, he envisions the region relying on self-contained microgrids that use locally generated renewable energy and combined heat and power. He admitted that it will take some doing, perhaps another 25 years of work. So we set up an appointment for a follow-up interview on May 1, 2037. Check back in — I’ll let you know how it went.

California is Top Renewable State: Report
на 9:22 PM Friday, March 09, 2012A new ranking of states released on February 28 gives California the lead in terms of overall renewable energy suitability. Ernst & Young issued United States Renewable Attractiveness Indices, which focuses on diverse renewable energy markets, energy infrastructures, and their suitability for individual technologies.
Following California in the "All Renewables Index" were New Mexico, Colorado, and Hawaii, with Massachusetts and Texas tied for fifth place, the report said. New Mexico and Colorado rated highly because of consistent growth and strong potential across all renewable energy technologies. Massachusetts and Texas tied because of strong solar and wind investment respectively. In separate renewable indices, Maine topped the biomass category and finished second in geothermal. Illinois ranked fourth in the long-term wind index. Future reports will be released semiannually, Ernst & Young said. See the Ernst & Young press release and the full report

President Obama calls for clean energy tax credits and a clean energy standard January 24 in his annual State of the Union address. He announced also on two initiatives promote the deployment of clean energy technologies.

Washington State Becomes the Largest Public Biodiesel Consumer
на 9:01 AM Monday, January 02, 2012Washington State Ferries, owned and operated by the state transportation department, is the largest ferry service in the United States and third largest in the world. Twenty-two ferries transport 11 million passengers from the mainland and larger islands across Puget Sound each year at a cost of 18 million gallons of diesel fuel.
In 2009, Washington's transportation department concluded a five-year pilot program that determined biodiesel fuel blends—soy-based biodiesel blended with petroleum diesel—to be a viable fuel source for normal operations in any weather condition. Today, thanks to a $165,000 American Recovery Act and Reinvestment Act loan through the DOE State Energy Program, the ferries run on a blended biodiesel fuel that will prevent over 65 million pounds of carbon dioxide from being emitted into the environment each year.
The pilot program proved the viability of the fuel, but there was still a kink in the biodiesel supply chain. Traditionally, the blending process needs to be performed in a specialized facility and then transported to customers, which is costly in time and resources. Instead, biodiesel producer Whole Energy Corporation installed a system with the State Energy Program loan to blend biodiesel with petroleum-based diesel on distribution trucks.
Using this method, the corporation has been able to deliver this biofuel blend to its customers at a competitive rate and keep the state-owned ferry service afloat with locally blended biofuel. Since making the cost-competitive upgrade, Whole Energy has also expanded its customer base to other ferry lines serving Puget Sound communities and also the Army Corps of Engineers. COL BKB: Fairfield 62, Colorado State 60

Andy Ogide led third-seeded Colorado with 13 points. Greg Smith scored nine points and grabbed 15 rebounds.
Colorado State shot 32.2 percent from the field but was at one point with 8 seconds to play. Fairfield's Derek Needham, one of two free throws on the next possession, and the Rams beat Wes Eikmeier missed out on a last shot from 3-point range.
